Board Member - Phil Owen

Phil Owen, Board MemberPhil Owen is a director at the UK’s Trading Standards Institute that represents members working across public and private sectors. He represents the Institute and Trading Standards at the highest levels with the UK government in the formation of regulatory policy and legislative developments – advising on aspects of business compliance, consumer and trading law.
He is a key member of the TSI executive leadership team, working with the Board and Council to set strategy and policy for the organisation. He has extensive experience representing interests at EU and International levels on aspects of market surveillance, including the development of training solutions for EU market surveillance authorities. He is a member of the UK’s Product Safety Focus Group, formed by the department of Business Innovation and Skills.
Mr Owen is a Market Surveillance professional with experience across the private, public and not for profit sectors, with a focus on delivering excellence in regulatory outcomes.

Board Member - Matthias Honnacker

Matthias Honnacker, Board Member Matthias Honnacker is a Board member since November 2013. He is an engineer specialized on the field of safety technology and holds a PhD in that area. 

Mr Honnacker started his career as sales engineer working with “Draeger”, a worldwide operating producer of medical devices and personal protective equipment. Also involved in legal discussions he changed to the Federal Institute for Occupational Safety and Health, responsible for basic questions of product safety and risk assessment in Germany. During this time Mr Honnacker joint PROSAFE and became participant of the EMARS projects (Enhancing Market Surveillance through best Practice) and is currently the leader of the Risk Assessment activity under Joint Action 2012.
Since December 2013 Mr Honnacker works with the Bavarian State Ministry for Environment and Consumer Protection, responsible for the organization of Technical Consumer Protection and Market Surveillance in Bavaria and the cooperation and coordination of related tasks on German, European and International level.

Board Member - Milan Bousa

Milan BousaMilan Bousa is working as Superintendent Counsel – Specialist at the Czech Trade Inspection Authority and is a member of the Metrology Board by the Czech Office for Standards, Metrology and Testing, Czech technical committees on LVD, MID, NAWI and units of measurement.

He has more than 12 years of experience in market surveillance, delivering training, seminars and courses to national and international government officials as the trainer on new & global approach legislation in various sectors. He also has extensive experience in international market surveillance cooperation and coordination as a member of various sectorial ADCO groups e.g. LVD, EMC, Noise, WELMEC WG5 under EC DG Enterprise.

Mr Bousa graduated from the Czech Technical University in Prague, Faculty of Electrical Engineering (MSc. 1976), the Institute of Management in Prague (certificate 1991) and the Technical Inspection Institute in Prague (certificate 2005). In addition to this he obtained numerous certificates in the field of EU legislation, negotiation, Eurospeak and IT.

Board Member - Trygvvi Axelsson

Tryggvi Axelsson, Board MemberTryggvi Axelsson is the Director of Consumer Agency, which is the responsible Authority for market surveillance in the field of general product safety and several other sectors, such as toys, measuring instruments, PPE and LVD for consumers. The Authority is also responsible for enforcement of other consumer protection legislation and supervision in the field of legal and industrial metrology.

Mr Axelsson has a Master in Law (1986) and a MBA in International Management and e-commerce (2002).

Board Member - Katarzyna Bednarz

Katarzyna Bednarz, Board MemberKatarzyna Bednarz has been representing the Office of Competition and Consumer Protection (UOKiK) from Poland within PROSAFE since 2008. She has been elected a member of the PROSAFE Board since October 2010.
Being the Head of Monitoring of the Market Surveillance System Unit in the Market Surveillance Department, Katarzyna is responsible for the implementation and enforcement of the EU law in the field of consumer product safety and market surveillance (incl. new approach directives as TOYS, LVD, Machinery, PPE as well as ecodesign and energy labelling), the coordination and planning activities of the Trade Inspection and for the international cooperation. Therefore, she represents Poland on European fora on Market Surveillance, akin to ADCOs (Administrative Co-operation Working Group) and IMP-MSG (Expert Group on the Internal Market for Products – Market Surveillance Group; former: Senior Officials Group on Standardisation and Conformity Assessment Policy – Market Surveillance Group). Katarzyna also supervises the Polish Rapex and ICSMS Contact Points.
In 1999 she graduated from the Cracow Academy of Economics, Faculty of Economic and Political International Relations and, in 2008, from the National School of Public Administration, in Warsaw.
Katarzyna Bednarz has more than 12 years experience in public administration, including the implementation of the European Union pre-accession projects on behalf of the OCCP (e.g. PHARE 2002 – Market Surveillance [2002/000-605-02.01]) and assisting in audits of the European Court of Auditors on custom service issues as an auditor of the Supreme Chamber of Control (National Audit Office).
