Market Surveillance Action on Tyres 2015 (MSTyr15)

Pan-EU coordinated programme of market surveillance activities targeting C1 passenger car tyres for normal and extreme weather conditions. It aimed to increase the rates of compliance with the regulatory requirements. It was funded by Horizon2020, the Research and Innovation programme of the EU. Under the coordination of PROSAFE, 15 market surveillance authorities (MSAs) took part of the MSTyr15: Belgium, Bulgaria, Croatia, Estonia, Finland, Germany, Ireland, Latvia, Lithuania, Luxembourg, Poland, Romania, Spain, Sweden, Turkey.

One objective of MSTyr15 is to create a similar level of enforcement amongst the participating authorities. it achieved this by:

  • Publishing Five Good Practice Guidelines on Coordinated and effective market surveillance; Labelling of tyres; Legal background; Inspection of labels display; Examination of technical documentation.
  • Common procedures for exchanging information
  • Trainings for the inspectors;
  • National workshops

The impact of Action was:

  • More than 10.000 tyres inspected;
  • In more than 500 cases, the label was not compliant or not visible or available.
  • Stronger enforcement of EU legislation;
  • Increased market confidence;
  • Energy savings equivalent to 105GWh/year;
  • Road safety benefits;
  • Improving consumer confidence;
  • Enabling policy;
  • Building capacity and skills for the MSAs.

The Novelty fo the Action consisted in:

  • Strong support from stakeholder organisation: ETRMA and ITMA.
  • Implementing and successfully carrying out a coordinated market surveillance programme across the EU in respect of the vehicle tyres Regulation (EC) No. 1222/2009, an area where the relevant authorities are not routinely taking actions, and especially not in a harmonised or coordinated way.
  • Tablets pre-loaded with an application;
  • Training of the market surveillance inspectors.
