EEPLIANT4 Work Package 13: Development of digital tools for EL/ED market surveillance

Scope of action

Support MSAs in the efficient execution of their daily tasks, with the assistance of technology-based solutions and tools.

Objectives

  • Maintain, update, upgrade or develop fit-for-purpose digital tools for ED/ELmarket surveillance;
  • Catalyse the widest possible deployment and ‘productization’ of available technological solutions for market surveillance, also beyond the action’s duration.

The expected results of Work Package 13 are:

  • An updated MSA needs and gap analysis, with an integrated assessment of current technologies and their potential applications in ED/EL market surveillance;
  • A portfolio of software applications and digital tools;
  • A pilot/trial implementation of these tools and an evaluation of effectiveness and efficiency with recommendations for future development/adaptation;
  • The creation of a suitable framework to support current and future uptake of available digital tools/solutions developed by MSAs not participating in WP13, or by MSAs outside the project consortium.

Participants

2 Market Surveillance Authorities (MSAs) are part of this Work Package. They are from 2 Countries: Ireland and Spain.

EEPLIANT4 Work Package 12: Joint Activities with Customs

Scope of action

Support the identification of good practices for collaboration between EU Market Surveillance Authorities and Customs. Support the organisation and execution of joint border controls.

Objectives

The main objective of Work Package 12 is to further strengthen or obtain collaboration with customs authorities with the aim to improve market surveillance effectiveness in relation to ecodesign (ED) and energy labelling (EL) legislation.

Participants

7 Market Surveillance Authorities (MSAs) and 1 other governmental organisation are part of this Work Package. They are from 7 Countries: Denmark, Estonia, Ireland, Italy, Latvia, The Netherlands, and Poland.

EEPLIANT4 Work Package 11: Emerging issues and challenges

Scope of action

Support the market surveillance inspectors with the increasing challenges they encounter in verifying compliance of regulated products. Challenges range from very simple ones, like obtaining a random specimen for verification testing purposes, to challenges with very large products where traditional laboratory test methods, cannot be applied, market fluctuations, or challenges deriving from the evolution of the ecodesign requirements about resource efficiency, circularity, etc, or the lack of actual market non-compliance rates that are fundamental for designing national strategies and plans and for planning future EU-promoted joint market surveillance actions.

Objectives

  • Investigate emerging issues linked to new risks, new standards or product legislation, new products or technologies detected on the market that hinder effective and enforceable market surveillance.
  • Specify how such challenges can be tackled with a purpose to be able to conduct a market surveillance inspection.
  • Answer the need for reliable information about the actual noncompliance rates of the regulated product categories in order to optimise the planning of national and coordinated EU market surveillance actions on ecodesign and energy labelling.

Participants

9 Market Surveillance Authorities (MSAs) and 1 other governemental organisation are part of this Work Package. They are from 9 Countries: Belgium, Bulgaria, Denmark, Ireland, Italy, Latvia, The Netherlands, Spain, and Sweden.

EEPLIANT4 Work Package 10: Training and Study Visits

Scope of action

Support the development, organisation, and implementation of capacity-building activities, including training programmes and study visits, and updating the EEPLIANT2 Good Practices Guidelines.

Objectives

The objective of Work Package 10 is to further improve the skills and capacities of European MSAs (including MSAs outside the project consortium, both from EU Member States and from countries outside the EU, associated or not with the EU), through tailor-made capacity-building activities, including specialist training events and material, and study visits.

Participants

10 Market Surveillance Authorities (MSAs) are part of this Work Package. They are from 10 Countries: Belgium, Cyprus, Estonia, Ireland, Latvia, The Netherlands, Poland, Slovenia, Spain, and Sweden.
