EEPLIANT4 Work Package 8: Air heating and cooling products

Scope of action

This Work Package covers air heating and cooling products. The MSAs will undergo compliance verifications checks against the Regulation (EU) 2016/2281 with regard to ecodesign requirements for air heating products, cooling products, high temperature process chillers and fan coil units.

Objectives

  • Surveying the state of compliance in the internal market for air heating and cooling products;
  • Identifying and dealing with non-compliant products, ensuring that products are brought into conformity or withdrawn from the market;
  • Reducing the electricity bills of consumers, thereby improving the wellbeing of European consumers/end-users;
  • Reducing unfair competition resulting from the presence of non-compliant products on the market;
  • Raising awareness among economic operators (as defined in Regulation (EU) 2019/1020) and other concerned stakeholders about the problems identified;
  • Raising the profile of EU market surveillance in general.

Participants

10 Market Surveillance Authorities (MSAs) and 1 other governmental organisation are part of this Work Package. They are from 11 Countries: Austria, Belgium, Bulgaria, Czech Republic, Finland, Germany, Luxembourg, Poland, Portugal, Sweden, and Turkey (as associated partner).

EEPLIANT4 Work Package 2: Refrigerating appliances

Scope of action

This Work Package covers household refrigerating appliances and refrigerators with direct sales function, and it will undergo compliance verifications checks against the following legislations:

  • Regulation (EU) 2019/2016 with regard to energy labelling of refrigerating appliances;
  • Regulation (EU) 2019/2019 laying down ecodesign requirements for refrigerating appliances;
  • Regulation (EU) 2019/2018 with regard to energy labelling of refrigerating appliances with a direct sales function;
  • Regulation (EU) 2019/2024 laying down ecodesign requirements for refrigerating appliances with a direct sales function;
  • Regulation (EU) 2021/341 with regard to ecodesign requirements for servers and data storage products, electric motors and variable speed drives, refrigerating appliances, light sources and separate control gears, electronic displays, household dishwashers, household washing machines and household washer-dryers and refrigerating appliances with a direct sales function
  • Regulation (EU) 518/2014 with regard to labelling of energy-related products on the internet.

Objectives

11 Market Surveillance Authorities (MSAs) and 1 governemental organisation are part of this Work Package. They are from 9 Countries: Belgium, Denmark, France, Germany, Italy, Luxembourg, Portugal, Sweden, and Turkey (as associated partner).

Domestic Refrigerators

EEPLIANT2 - Work Package 4 - Domestic Refrigerators

Scope of Action

The objective of the Work Package 4 (EEPLIANT2) intends to cartry out an action on coordinated monitoring, verification and enforcement of the product sector "Household Refrigerating Appliances" subject to COMMISSION REGULATION (EC) No 643/2009 (ecodesign), COMMISSION DELEGATED REGULATION (EU) No 1060/2010 (energy labelling), and, where applicable COMMISSION DELEGATED REGULATION (EU) No 518/2014 (labelling of energy related products on the internet).

In this regard, the work plan for this product activity includes document inspection, screen testing and full scale testing. Individual models selected for verification are being sampled depending on each Market Surveillance Authorities' strategy. Indeed, the selection may be based either on:

  • a high risk basis;
  • a market basis; or
  • the stakeholders acting in this product sector and present on the Market Surveillance Authorities' national territory.

These sampling criteria intend to have an overview of the market in the Member States part of this product activity and to facilitate any enforcement actions in the case of non-compliant models. Also, the producs are selected with the aim to cover the relevant market share in individual countries and across the EU. Results for individual models will be shared among the European surveillance authorities.

The Market Surveillances Authorities (MSAs) involved in this Work Package are from the following Member States: Austria, Bulgaria, Denmark, Finland, France, Germany, Latvia, Lithuania, Luxembourg, Malta, The Netherlands, Portugal, Sweden.

SCOPE

The objective of this project is to ensure that non-compliant professional refrigerated storage cabinets are removed from the Single Market by supporting EU MSAs in their market surveillance activities with respect to EU harmonised legislation in the long-term. Moreover, it aims to verify the compliance of the tested products with the applicable standards and requirements, and ensure enforcement of the applicable Union legislation regardless of whether products are placed on the market via offline, online or other means of distance sales and regardless of whether they are manufactured in the Union or not – that is, bringing products into conformity or removing them from the market. 

OBJECTIVE

The main objectives of this project work package are summarised as follows:

  • Assessment and use of screening methods to enhance the efficiency and effectiveness of market surveillance actions;
  • Checking product compliance based on document inspection;
  • Checking product compliance based on product testing;
  • Check of compliance for online labelling;
  • Feedback and recommendations from experiences with document inspection and product testing to support the further development of standards and legislation. Identification of circumvention issues;
  • Impact assessment for the action.

    EEPLIANT3 - Work Package 10  - Ventilation Units

    Scope and Objectives

    This Work Package is dedicated to a market surveillance action for uni- and bidirectional residential Ventilation Units. The focus of this Work Package is on the products themselves and potentially on a “product in product” approach if the ventilation units chosen for market surveillance should be in a capacity range where the motors and fans integrated are covered by the eco-design regulations (EU)640/2009n respectively (EU)327/2011 in which case the products must comply to all the relevant regulations.

    The central objectives of the Work Package are:

    • Assessment and use of screening methods to enhance the efficiency and effectiveness of market surveillance actions;
    • Checking whether the product model has been registered in the EU energy labelling product registration database EPREL and if the necessary documents are uploaded;
    • Checking product compliance based on document inspection;
    • Checking product compliance based on product testing;
    • Checking compliance for online labelling (dealers' obligation);
    • Checking the presence of mandatory product information on manufacturers web page;
    • Feedback and recommendations from experiences with document inspection and product testing to support the further development of standards and legislation. Identification of circumvention issues;
    • Impact assessment for the action.

    33 product models are expected to be tested, excluding the possible triple testing foreseen for about 20% of the samples.

    EU Legislation – Energy Labels & Eco-design

    The action is based on the EU regulation for ventilation units (EU)1253/2014 on eco-design, (EU)1254/2014 on energy labelling and (EU) No 518/2014 (labelling of energy-related products on the internet).
    The Eco-design and energy labelling regulations regarding ventilation unit have not previously been covered by concerted actions regarding market surveillance. Tier 2 of regulation 1253/2014 came into force on January 1st, 2018 removing the (then) lower energy classes.

    Work Plan

    • Setting the focus of the action;
    • Product screening to enhance the efficiency of the action;
    • Document inspection;
    • Inspection of online labels and product information stored in the EPREL database;
    • Product testing;
    • Enforcement measures;
    • Impact assessment;
    • Digest of issues from inspection and testing.


    Participants

    10 Market Surveillance Authorities and 2 other organisations from the following 8 countries: Belgium, Bulgaria, Denmark, Germany, Latvia, Portugal, Sweden and Turkey. Please note that Portugal withdrew from this Work Package as of 31.07.2021.
