Joint Action 2010

The Joint Action 2010 - Five Products was a single action of a joint pan-European market surveillance activities and comprises a number of product-specific components, also addressing a number of horizontal issues. 

Timeline: The implementation period of the project is from 1 January 2011 until 30 April 2013.

Objectives

The primary objective of the action is to co-ordinate these product-specific activities and to expose their results to the greatest number of Member States national authorities possible.

Threefold Structure

  • The horizontal activities focussed on a number of important issues including:

    • Co-operation with Customs;

    • Outreach to China;

    • International co-operation;

    • Coordination of dissemination and use of results by all Member States;

    • Stakeholder outreach and other communications activities;

    • Follow -up with standards organisations;

    • Co-ordination with EMARS II and other on-going and future Joint Actions;

  • The project management and coordination activities are common to all (or most) of the product-specific activities where PROSAFE wishes to encourage a consistent approach. They will help ensure that adequate attention is being given to issues such as the use of best practices, cooperation with customs, online sales, traceability, and international collaboration including outreach to producer nations such as China and impact environment.

  • The specific-product activities are:

    • Food Imitation Child Appealing Products: The primary objective of the action is to ensure that no food imitation child appealing products are on the EU market.

    • Children's Fancy Dress (chemicals in textiles). The cardinal mission of the activity is to ensure that all toy disguise costumes for children on the EU market are safe.

    • Laser Pointers: The main aim of the action is to guarantee that laser products available for consumers on the EU market are safe, classifed correctly and carry the appropriate warnings and instructions.

    • Ladders: The principal goal is to build knowledge about the market for ladders, the standars applied and to what degree the ladders on the market comply with the standards.

    • Visibility Clothing and Accessories: The paramount purpose of the action is to establish that the visibility clothing and accesories (e.g. visibility tabs) on the EU market comply with the requirements in the European legislation.

The Participants

The Market Surveillance Authorities from twenty-one countries participated within the financial framework of the project: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Germany - Hessen, Greece, Hungary, Ireland, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain.

EMARS and JOINT ACTIONS 2008

Set of actions built out of a planned process in 2006, funded by the European Union, lasting from 12 to 36 months targeting the following products:

  • Cords & Drawstrings 2008
  • Sunbeds & Solarium Services 2008
  • Toys for Very Young Children 2008
  • EMARS 2
  • EMARS 1
  • Playground Equipment 2008

Joint Action 2011

The Joint Market Surveillance Action on GPSD Products 2011 is a pan-European action that focussed on Child Care Articles (wheeled child conveyances and baby bath tubs) Battery Chargers, Lawn mowers, and Fireworks.

Timeline: 1 January 2012 to 30 April 2014

Objectives

The primary objectives of the action were to continue to create the conditions whereby Member States could cooperate successfully on market surveillance activities and to co-ordinate a number of product-specific market surveillance activities. The project results were disseminated to the largest number of European national authorities possible.

Threefold Structure

The Joint Market Surveillance Action on GPSD Products 2011 is a single Action that includes three groups of activities:

  • The method development activities purporting to develop methodologies and infrastructure that will support the market surveillance work in the Member States (and in PROSAFE).

  • The horizontal component focuses on a number of important issues including:

    • Improved coordination of all Joint Actions being managed by PROSAFE;
    • Maintenance, implementation and further development of the existing best practice;
    • Operation of existing systems such as the RAF, the Knowledge Base and initiatives promoting the continuous improvement of market surveillance, otherwise known as CIMS Reviews.
    • Further development and creation of e-learning initiatives; 
    • The development of an operational protocol to deliver a 'Home Authority' solution for Europe together with the identification of other operational protocols, which may improve the efficiency and effectiveness market surveillance.
  • The product-specific activities aim to increase the safety of the following categories:

    • Child care articles - Push chairs and bath tubs

    • Battery chargers

    • Lawn mowers

    • Fireworks

Nineteen countries participated within the financial framework of the project.

Joint Action 2013

Joint Market Surveillance Action on GPSD Products 2013 (JA2013) is a single Action of joint pan-European market surveillance activities.

Timeline: 1 January 2014 to 28 February 2016

Objectives

The overall programme seeks to co-ordinate the product-specific market surveillance activities in the most efficient manner and provides an opportunity for further evaluating the best practices originally developed under the two EMARS projects, JA2009, JA2010 and now being applied and developed in the on-going JA2011 and JA2012.

Threefold structure

  • Method development activities aiming to develop methodologies and infrastructure that will support the market surveillance work in the Member States. These are: operation of existing systems such as the Rapid Advice Forum, the Knowledge Base, work on risk assessment and other initiatives promoting the continuous improvement of national systems such as CIMS; further development of our e-learning initiative focused on the market surveillance of consumer products including the development of additional e-learning modules. These activities develop over a period of one year and are now finalised. A technical report that summarises the findings of each working group has been published. for a copy, please click here. 
  • Project management and coordination activities are are common to all (or most) of the product-specific activities where PROSAFE wishes to encourage a consistent approach e.g. stakeholder outreach. They focus on: improved coordination of all Joint Actions being managed by PROSAFE; maintenance, implementation and further development of the existing best practice; using an appropriate IT tool to make information on PROSAFE’s activities more readily available to the Member States. 
  • Product-specific activities are purporting to increase the safety with a specific product or product category. These are:
    • Child care Articles 3 - Cots
    • Toys
    • Clothing - chemical risks
    • Children’s Kick Scooters
    • Smoke Detectors
