SCOPE

The objective of this project is to support the efficient implementation of Article 4 of Regulation 2019/1020 on market surveillance. The intent is to create measurable, verifiable and sustainable impact from knowledge-sharing and convergence among MSAs and economic operators in relation to Article 4 of Regulation (EU) 2019/1020, in the most cost-effective/efficient way. Furthermore, the scope is to create multiplier effects through the dissemination of the project findings beyond its lifecycle, and via the replication or extrapolation of methods, lessons-learnt and good practices to future national and EU product market surveillance campaigns.

OBJECTIVE

The main objectives of this project are summarised as follows:

  • Identifying barriers, success stories and good practices, and develop pragmatic approaches among MSAs with regards to the application of Article 4 of Regulation (EU) 2019/1020;
  • Raising awareness among economic operators (as defined in Regulation (EU) 2019/1020) and other stakeholders about the problems identified;
  • Increasing the profile of EU market surveillance in general;
  • Presenting transformative pragmatic/feasible policy and non-policy recommendations driven by the results of our activities to support the European Commission and MSAs in addressing uniformly and effectively common and emerging challenges in non-food products market surveillance pertaining to Regulation (EU) 2019/1020.

5 Market Surveillance Authorities from the following 4 countries: Belgium, Bulgaria, France, and Portugal.

SCOPE

The objective of this project is to support the efficient implementation of Article 15 of Regulation 2019/1020 on market surveillance. This will be attained through the execution of various capacity building and knowledge sharing activities, and the synthesis of results and actionable recommendations.

OBJECTIVE

The main objectives of this project are summarised as follows:

  • Identifying barriers, success stories and good practices, and develop pragmatic approaches among MSAs with regards to the application of Article 15 of Regulation (EU) 2019/1020;
  • Raising awareness among economic operators (as defined in Regulation (EU) 2019/1020) and other stakeholders about the problems identified;
  • Increasing the profile of EU market surveillance in general;
  • Presenting transformative pragmatic/feasible policy and non-policy recommendations driven by the results of our activities to support the European Commission and MSAs in addressing uniformly and effectively common and emerging challenges in non-food products market surveillance pertaining to Regulation (EU) 2019/1020.

6 Market Surveillance Authorities from the following 6 countries: Belgium, Bulgaria, Czech Republic, Ireland, the Netherlands, and Switzerland (outside the framework of the Grant Agreement).

SCOPE

The objective of this project is to ensure that non-compliant e-commerce products are removed from the Single Market by supporting EU MSAs in their market surveillance activities with respect to EU harmonised legislation in the long-term. Moreover, it aims to verify the compliance of the tested products with the applicable standards and requirements, and ensure enforcement of the applicable Union legislation regardless of whether products are placed on the market via offline, online or other means of distance sales and regardless of whether they are manufactured in the Union or not – that is, bringing products into conformity or removing them from the market.

OBJECTIVE

The main objectives of this project are summarised as follows:

  • Identifying issues, challenges, success stories and good practices, and developing common pragmatic approaches among MSAs with regards to e-commerce surveillance under Regulation (EU) 2019/1020;
  • Identifying threats and risks in new technologies and e-commerce for improving the effectiveness of market surveillance in digital supply chains, in collaboration with Customs;
  • Helping to ensure equal conditions for competition to all economic operators and protection against unfair competition;
  • Raising awareness among economic operators, and other stakeholders about the problems identified;
  • Feedback and recommendations from experiences with document inspection and product testing to support the further development of standards and legislation. Identification of circumvention issues;
  • Increasing the profile of EU market surveillance in general.

9 Market Surveillance Authorities from the following 8 countries: Belgium, Ireland, Italy, Latvia, Lithuania, Poland, Portugal, and Spain.
