On 1 March 2023, PROSAFE launched an official Call for Tender for the testing of marine distress signals and rescue products in the context of the JAHARP2021-08 Pyrotechnic Marine Distress Signals And Rescue Products. More details can be found in the Official Call and Annexes below.

Unfortunately, PROSAFE did not receive any acceptable tenders in reply to the call, but the demand for testing remains, and therefore PROSAFE now invites laboratories to participate in a Competitive Dialogue in accordance with the European Public Procurement Directive, 2014/24/EU.

Information

PROSAFE will shortlist at least 3 laboratories and invite them to participate in a competitive dialogue about the call for tender. This dialogue will have two objectives:
  1. It will build a better understanding with PROSAFE about the reasons why the call was unsuccessful, and 
  2. It will provide an opportunity for the shortlisted bodies to provide input on how to make the call more attractive for them. 
Subsequently, PROSAFE will modify the call for tender, and the shortlisted bodies will be invited to submit a quotation in reply to the call. Only shortlisted bodies will be invited.
 
The competitive dialogue will be organized as a (virtual) meeting between PROSAFE, the management of the Joint Action and the shortlisted bodies. The meeting is envisaged to take place on Monday 12 June 2023 from 10:30 to 12:00 CET. The connection details, including the link to the meeting, are sent via email to the bodies that expressed their interest in attending the meeting.
 
If you are interested, but unable to attend the meeting on the proposed date, please send us an email and we will see if we can arrange for another date. We hope that you will be interested in participating in this process, thereby having the chance of being awarded with a contract. Please indicate your interest in participating in the competitive dialogue no later than Friday, 9 June 2023 EOB.

The objective of this transnational activity is to identify unsafe products traded on the Single Market. The activity concerned falls within the scope of the Marine Equipment Directive 2014/90/EU.
