Overview

MapChart Map 2The Energy Efficiency Compliant Products 4 (EEPLIANT4) is an EU co-funded Concerted Action that builds on the success, good practices, and lessons learned from the three former EEPLIANT Actions since 2015 (EEPLIANT1, EEPLIANT2 and EEPLIANT3).  The aim of this new Concerted Action is to support the implementation and enforcement of the EU Ecodesign and Energy Labelling regulations for energy-related products and durably improve market surveillance in these fields. The project is funded by the European Union under the Programme for the Environment and Climate Action (LIFE) with duration from May 2024 until April 2029. 

EEPLIANT4 is coordinated by PROSAFE - The Product Safety Forum of Europe. The project consortium is composed of 26 Market Surveillance Authorities (MSAs) and 2 other govermental organisations from: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Ireland, Italy, Latvia, Luxembourg, Malta, The Netherlands, Portugal, Slovenia, Spain, Sweden and Turkey. They have joined forces to review and test the energy performance of eight product categories and market segments: refrigerating appliances, cooking appliances, vacuum cleaners, off-mode/network standby devices, tyres (C2, C3, re-treaded), electronic displays, air heating and cooling products, and solid fuel space heaters. 

In addition to the product specific activities, the EEPLIANT4 consortium will also work on improving the harmonisation of practices and methodologies related to market surveillance in the field of ecodesign and energy labelling, by addressing new and emerging challenges for MSA officers, building capacity within MSAs, enhancing the cooperation with EU customs, and developing useful IT tools for market surveillance. 

EEPLIANT4 is committed to promoting the importance of product compliance and energy efficiency. In doing so, the project will engage with consumer associations and share its activities, findings, and outcomes through its website and social media accounts.

About EEPLIANT1

What is EEPLIANT2014?

Overview

EEPLIANT2014, also known as EEPLIANT1, took place within the period 2015 - 2017. Its key objective was to help deliver the intended economic and environment benefits of the EU Energy Labelling and Ecodesign Directives by increasing the rates of compliance with the energy efficiency requirements. This was achieved through the joint monitoring, verification and enforcement activities of firteen Market Surveillance Authorities (MSAs) and one national agency. The action had a transnational impact across the EU Single Market. Indeed, the project, coordinated by PROSAFE and funded by the European Union under the Horizon 2020 framework, involved the following countries: Austria, Belgium, Bulgaria, Denmark, Germany, Lithuania, Malta, The Netherlands, Poland, Slovenia, Sweden, and The United Kingdom.

The participants of the project tested energy performance of LED lamps, imaging equipment (printers), and space heaters and combination heaters, and reviewed their technical documentation. Products were being sampled from the market following a risk-based approach. In case of any non-compliance found, the market surveillance authorities took appropriate enforcement action on their own markets.

Best Practices Guidelines

To this end, EEPLIANT2014 developed further a guide for Best Practices whose groundwork was laid by ECOPLIANT. It focussed on the Ecodesign and the Energy Labeling legislations and provided advices for MSAs on:

  • How to set up national market surveillance and inspection programmes
  • How to select products for inspection, including risk assessment
  • How to identify EEA-wide product model numbers
  • How to conduct document inspection
  • How to conduct compliance verficiation laboratory tests
  • Sharing of inspection results
  • How to enforce the provisions of the regulations

These Best Practices were shared among the participating MSAs and with other EU national and regional authorities. You can download the guide for Best Practices here.

EEPLIANT2014 was also designed to facilitate the cooperation with other stakeholders, such as industry associations, civil society, governments, etc., in achieving higher level of awareness and higher rates of overall product compliance with the EU legislation requirements.

The project was a highly visible demonstration to all stakeholders that the marketplace is being policed. EEPLIANT 2014 helped also to create capacity in MSAs where, in some cases, none existed before and to improve the harmonisation of enforcement actions between authorities located in different Member States.

190611 eepliant3 logo 3 lowEEPLIANT3 is a pan-EU Concerted Action on market surveillance funded by the European Union Horizon 2020 ― Work Programme 2018-2020 Secure, Clean and Efficient Energy. Its duration is from June 2019 until November 2023.
EEPLIANT3 is coordinated by PROSAFE together with the Austrian Energy Agency and vores bureau. The project consortium is composed of 24 Market Surveillance Authorities (MSAs) and 5 organisations.

The objectives are being achieved through the coordination of the monitoring, verification and enforcement activities of MSAs and other organisations across the Single Market plus Turkey and through further enhancing their knowledge, skills and experience. Besides other activities, MSAs will inspect and test the following products against its requirements: air conditioners, tumble dryers, water heaters, ventilation units, lighting and local space heaters.

The EEPLIANT3 market surveillance campaigns seek to support sector-level regularisation, data-informed policy design and policy mix while boosting public awareness on the energy and non-energy impacts of lost energy and consumer trust in the energy performance of products placed on the EU market. For this purpose, the project will reach out to and engage with several identified key stakeholders ― the Energy Labelling and Ecodesign ADCOs, EU trade associations of the suppliers of the products targeted by this action, and consumer organisations. As a result, stakeholders will continue to build confidence in the increasing effectiveness of market surveillance in the EU/EEA.

About EEPLIANT 2

What is EEPLIANT2?

Overview

The EEPLIANT2 Action is a project coordinated by PROSAFE and funded by the European Union under the Horizon 2020 framework. It started in September 2017 and lasted for 30 months.


The key objective of EEPLIANT2 is to help deliver the intended economic and environment benefits of the EU Energy Labelling and Ecodesign Directives by increasing the rates of compliance with the energy efficiency requirements. Seventeen Market Surveillance Authorities (MSAs) and a national agency from fifteen Member States work jointly to coordinate their monitoring, verification, and enforcement actions. In this regard, the project is expected to have a transnational impact across the EU Single Market.optimizing refrigeration

Concretely, for the period going on from September 2017 to February 2020, the Consortium of EEPLIANT2 (17 MSAs, one national energy agency and PROSAFE) has designed, carried out, and evaluated coordinated market surveillance actions across three different product sectors. Indeed, the participants review and test energy performance of household refrigerating appliances, professional refrigeration products, and the energy consumption resulting from appliances on network standby. Products were sampled from the market following a risk-based approach. In case of any non-compliance found, the market surveillance authorities have taken appropriate enforcement action on their own markets.

EEPLIANT2 provided also support with the cooperation with other stakeholders (i.e industry associations, civil society, governments, etc.) in achieving higher level of awareness and higher rates of overall product compliance with the EU legislation requirements. The Consortium worked closely with other non-participating MSAs across the Europe Economic Area (EEA) through its liaison with the Energy Labelling and the Ecodesign ADCOs. Additionaly, it worked together with an Advisory Board composed of business, consumer and environmental NGOs to draw on their knowledge and experience, and to offer EEPLIANT2 a wider visibility.

This project builds upon the work of EEPLIANT2014 that had measured the energy consumption of LED Lamps, imaging equipment (printers), and space heaters and combination heaters, and verified theircompliance against the energy efficiency related requirements.

MSTYR15

Market Surveillance Action on Tyres

 

Market Surveillance Action for Tyres 2015 (MSTyr15) was funded by the European Commission's Horizon 2020 and was focusing on a single main product: passenger car tyres. The global objective of MSTyr15 was to help deliver the intended economic and environment benefits of the labelling of class C1 (summer and winter passenger car) tyres with respect to improving fuel efficiency, Rolling Resistance (RR) and Wet Grip (WG) parameters by increasing the rates of compliance with the regulatory requirements.

Logo MSTyr15The project was officially launched with a conference held in April 2016 in Brussels and the main presentation can be downloaded from here. MSTyr15 ended on 30 June 2018 and the second Press release annoucing it and summarising the final project results may be found below.

In order to achieve the project goal, several specified activities were completed in a collaborative way, which included the following:

  • Developing of Good Practice Guidelines to ensure consistency in the testing and inspection procedures;
  • Developing of a Training Video in 15 languages to make sure all Market Surveillance Officers acquire the skills needed for inspections;
  • Performing of label inspections on C1 passenger car tyres against the requirements of the EC regulation;
  • Carrying out of technical documentation inspections provided by economic operators;
  • Testing of class C1 car passenger tyres;
  • Taking of enforcement actions against the non-compliant tyres.

Fifteen market surveillance authorities are taking part in the project: Belgium, Bulgaria, Croatia, Estonia, Finland, Germany, Ireland, Latvia, Lithuania, Luxembourg, Poland, Romania, Spain, Sweden and Turkey. The list of participating organisations can be viewed here. 

In total, 12.241 labels on C1 passenger car tyres were checked by the participating Market Surveillance Authorities (MSAs) to see whether they meet the EC regulatory standards. A sum of 131 passenger car tyres were tested by an accredited laboratory against the European Commission (EC) Regulation 1222/2009 regarding Wet Grip and Rolling Resistance. Futhermore, 876 sets of technical documentation were reviewed and checked and the results may be found in the second Press release here.

The work programme consisted of 6 “Work Packages”

WP1 – Management. PROSAFE provided the day-to-day management.
WP2 – Development and Implementation of Best Practice. The objective of this WP was to have all participating MSAs using common methods, protocols and checklists through developing and then implementing the guidelines throughout their activities whilst undertaking WP5 – and thereafter. 
WP3
 -Training for MSAs. A series of Good Practice Guidelines was developed in order to train the MSAs:                                                                       

Module A - Good Practice Guidelines for Coordinated and Effective Market Surveillance of energy labelling of tyres
Module B - Summary of the legal background governing the labelling of tyres in the EU
Module C – Description of the tyre label
Module D – Guidance for inspecting the display of labels on tyres
Module E – Guidance for making an examination of technical documentation for tyre labels
Module F - Guidance for the Conduct of Market Surveillance Tests

A label inspection training was also developed and is available in the following languages: Bulgarian, Croatian, English, Dutch, Estonian, Finnish, French, German,  Latvian, Lithuanian, Polish, Romanian, Spanish, Swedish, Turkish. A secondary objective was to enable training to be easily accessible and to be further available to all EU MSAs, not just to those formally participating in this programme.

WP4 - Development and adoption of a database for recording the results of inspections. This work package brought a novelty into market surveillance by introducing an application specially created for this programme. The tool gives the MSAs the possibility to add all information collected after each tyre inspections into a database which can be accessed by any of the participants.

WP5 - Inspection and testing. The objective of this work package was to carry out an action for coordinated monitoring, verification and enforcement of class C1 (summer passenger car) tyres, subject to (REGULATION (EC) No 1222/2009, REGULATION (EU) No 228/2011, REGULATION (EU) No 1235/2011) using the Good Practices developed earlier in this programme.  A flyer with information about tyre labelling and the MSTyr15 project was developed in order to be handed out to suppliers and distributors during the inspections of tyres.

WP6 - Communication with stakeholders and wider dissemination. The objective of this work package was to make consumers and stakeholders aware of this programme; of its intents and achievements, both concerning the test results, and on a wider scale, to ensure the results are disseminated (for exploitation) to the widest possible audience.
