Electrical toys

Toys are a class of product of significant importance. In this regard, following a priority-setting exercise carried out within the framework of the Joint Action 2015 (JA2015), the Member States  decided to address the safety of electrical toys. This work will include surveillance activities, product testing, risk assessment of the products tested and eventual action needed to be taken. Appropriate test methods for the other products will be identified as needed depending on the products sampled.

A number of 255 plasticised toys, mainly plastic dolls, inflatable toys and bath/squeeze toys, have been tested for dangerous chemicals and around 20% of these have failed the tests. The 17 participants in the Toys 4 activity met at the laboratory in Italy to discuss the results.
The chemicals found over the required limit were: phthalates, Bisphenol A (BPA) and short-chained chlorinated paraffins (SCCPs).

JA2015 Annual Market Surveillance Workshop 

PROSAFE has hosted the Annual Market Surveillance Workshop of the Joint Action 2015, from 30 to 31 May 2017 in Brussels. The authorities participating in the JA2015 gathered to share experiences, exchange information, and learn from each other. The first day of the Workshop was dedicated only to the market surveillance experts and it was opened by a member of the European Commission’s DG Growth who presented updated information on toy safety.
The market surveillance authorities took part in an exercise designed to sparkle debates and help capture good practices around the question: How are RAPEX notifications made in your country?

The experts gathered in small groups from different countries to discuss about the steps taken before issuing a notification and exchanged ideas and opinions. At the end, each working group shared the findings with all the other MSAs. 

An Efficient CIMS Review in The Netherlands

The Second CIMS Review of the Joint Action 2015 held in the Netherlands between 14 and 16 February 2017 had great results and was beneficial to both the host authority as well as for the reviewing team. Following the meeting hosted by the Netherlands Food and Consumer Product Safety Authority, NVWA, a final report has been published. The document offers a brief overview of the main results, conclusions and recommendations. The report is available in the Members area of the PROSAFE website.
Authorities from Bulgaria, Estonia, Finland, France, Latvia, Malta and Slovakia participated in a three-day-meeting held at the NVWA Offices, in Utrecht and Zwijndrecht, The Netherlands.
The first CIMS Review of JA2015 took place in Bulgaria and was organised by the State Agency for Metrology and Technical Services (SAMTS), in October 2016.
