Joint Action 2016

The  Joint Market  Surveillance Action 2016 (JA2016) on GPSD products is a 26-month pan-European project in which 31 Market Surveillances Authorities from 24 Member States of the EEA participate under the coordination of PROSAFE. The Action is co-funded by the European Union.

Objectives

The primary objective of the Joint Action 2016 is to further develop the conditions needed for the Member States to cooperate successfully on market surveillance activities. Also, these actions aim to foster Best Practises Guidelines among Member States national authorities and to ensure a broader dissemination of the results of the products-specific market surveillance activities.

The Project

Through its product specific activities, the project targeted five product categories. These activities are purporting to increase the safety with a specific product or product category. These are:

  • Child Care Articles - Baby Carriers and Cots - Final Report;
  • Electrical toys - Final Report;
  • Impact drills -Final Report;
  • Household Electrical Appliances - Hair straighteners -Final Report;
  • Personal Protective Equipment - Climbing equipment - Final Report.

The project also included a number of method development activities aimed at developing and maintaining best practices in risk assessment, the continuous improvement of market surveillance, e-learning and new and emerging issues. A number of horizontal issues that impact the implementation of the project have also been addressed. These include cooperation with customs, relations with stakeholders, feedback to standardisation and the application of best practices throughout the project.

The Participants

The Market Surveillance Authorities are from: Austria, Belgium, Bulgaria, Croatia, Cyprus,  the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Iceland, Ireland, Latvia, Lithuania, Luxembourg, Malta, Norway, Poland, Portugal, Slovakia, Spain, Sweden.

Joint Market Surveillance Action on Consumer Products 2015 (JA2015) is a single Action of joint pan-European market surveillance action.

Objectives

The primary objectives of the action are to continue to create the conditions, whereby Member States can cooperate successfully on market surveillance activities and to co-ordinate a number of product-specific market surveillance activities exposing the results of the activities to the largest number of Member States national authorities possible.

Threefold structure

  • The method development and horizontal activities are aiming to develop methodologies and infrastructure that will support the market surveillance work in the Member States (and in PROSAFE). Some of these essential activities are further development of risk assessment and of the e-learning portal, CIMS reviews (Promoting the continuous improvement of national systems), and the maintenance, implementation and further development of the existing best practice including the RAF and Knowledge Base. These activities are taking place over a period of one year.
  • The project coordination activities are common to all (or most) of the product-specific activities where PROSAFE wishes to encourage a consistent approach e.g. stakeholder outreach. Representatives from the product-specific activities with the support of a consultant usually carry out project management activities.
  • The product-specific activities are (vertical) activities purporting to increase the safety with a specific product or product category. The Joint Action will focus on the following products:
    • Child Care Articles (Soothers and Soother-Holders);
    • Toys (Plasticised Toys);
    • Playgrounds;
    • Power Tools: Circular Saws;
    • Electrical Appliances (incl. electric irons).

The participants

The participants are 35 market surveillance authorities from 26 EU Member States or EEA countries: Belgium, Bulgaria, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden.

Joint Action 2013

Joint Market Surveillance Action on GPSD Products 2013 (JA2013) is a single Action of joint pan-European market surveillance activities.

Timeline: 1 January 2014 to 28 February 2016

Objectives

The overall programme seeks to co-ordinate the product-specific market surveillance activities in the most efficient manner and provides an opportunity for further evaluating the best practices originally developed under the two EMARS projects, JA2009, JA2010 and now being applied and developed in the on-going JA2011 and JA2012.

Threefold structure

  • Method development activities aiming to develop methodologies and infrastructure that will support the market surveillance work in the Member States. These are: operation of existing systems such as the Rapid Advice Forum, the Knowledge Base, work on risk assessment and other initiatives promoting the continuous improvement of national systems such as CIMS; further development of our e-learning initiative focused on the market surveillance of consumer products including the development of additional e-learning modules.   • Project management and coordination activities are are common to all (or most) of the product-specific activities where PROSAFE wishes to encourage a consistent approach e.g. stakeholder outreach. They focus on: improved coordination of all Joint Actions being managed by PROSAFE; maintenance, implementation and further development of the existing best practice; using an appropriate IT tool to make information on PROSAFE’s activities more readily available to the Member States. 
  • Product-specific activities are purporting to increase the safety with a specific product or product category. These are:
    • Child care Articles 3 - Cots
    • Toys
    • Clothing - chemical risks
    • Children’s Kick Scooters
    • Smoke Detectors

The participants

Twenty-one EEA Member States participated within the financial framework of the project.

The participants are 35 authorities from 27 countries: Austria, Belgium, Bulgaria(2), Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany(4), Greece, Iceland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands(2), Norway(2), Poland, Portugal(2), Romania, Slovakia, Slovenia(2), Sweden and the United Kingdom .

JAChina 2

Cooperation between national authorities responsible for the assessment, market surveillance and enforcement of the safety of non-food consumer products and the Chinese authority with matching responsibilities (the General Administration of Quality Supervision, Inspection and Quarantine – AQSIQ)

The Joint Action started in July 2013 and will run for 36 months. It is coordinated by PROSAFE. The project leader is the Netherlands. The participating countries are Belgium, the Czech Republic, Denmark, Iceland, Latvia, Lithuania, Poland, Spain and the United Kingdom.

The overall purpose of the Joint Action will be to increase the cooperation between the Chinese export control authorities and the European customs and market surveillance authorities. The aim is to decrease the share of unsafe products on the European market.
The Joint Action will explore three paths to achieve this:

  1. Alignment of the Chinese export control scheme with the European import control scheme to assure that both have the same output and quality.
  2. An information exchange scheme where the Chinese can share information about consignments that have been inspected from their end. If such information is found to be reliable and useful, it can be used to guide the European import control to focus on consignments that haven't been checked (and thus should contain more unsafe products).
  3. An information exchange scheme where the European authorities can share information about unsafe (Chinese) products so the Chinese authorities can trace them and mend the shortcomings at the source. (Such a system will complement the China-RAPEX system where similar information is exchanged on products posing a serious risk.)

The Joint Action will continue to work with Rotterdam as the pilot harbour (on request of the Chinese Authorities) using toys as the example product. However, the perspective should be wider to ensure that it will be possible to apply the findings to other product areas and to other European entry points.
